The Illinois Department of Innovation and Technology (DoIT) on behalf of the Illinois Department of Central Management Services (CMS) is seeking proposals from qualified offerors for a comprehensive end-to-end SaaS surplus inventory solution for all CMS divisions and offices along with associated services to develop, configure, test, implement, support, maintain, host, train, manage, and administer the solution (referred to as the “solution”). DoIT invites interested offerors who meet the qualifications listed in this document to submit Proposals. All information shall be submitted in the format stipulated in this RFP and within the state’s eProcurement portal, BidBuy. Proposals should be signed by the person(s) duly authorized to bind the Vendor to contracts. DoIT desires a solution that will enable it to fulfill several key business objectives, such as: • Improving the efficiency of surplus inventory processes through increased automation. • Facilitating all surplus inventory activities through a single portal to improve selfservice capabilities and provide enhanced mobile experience via responsive design. • Replacing legacy systems with a single, secure, modern Solution. • Creating seamless integrations with external systems. • Complete migration of all current data to the new system • Providing a user-friendly experience for all internal and external users. For internal users, the user-friendly experience should include the ability for DoIT to make relatively simple self-service configuration changes without vendor support.
