It is the intent of this proposal to have each cost broken out separately for each service requested. Yearly consumer price index adjustments may be made to the cost per household upon proper documentation of cost increases to the service provider. Fuel fluctuations may affect the cost of the service. If fuel cost rise significantly, the service provider may request a rate increase from the county upon proof that all existing fuel reserves at the lower rates have been depleted, and that the service provider must have a minimum increase to reflect this increase. Any fuel allowances granted the service provider shall be taken into account when adjusting costs by the consumer price index. If fuel rates are reduced substantially, the county may lower rates being charged by the service provider
