1. Scope of Work: The Offeror agrees to provide to COUNTY the following services: veterinary services and veterinary consultation services for its animal control program and for the St. Charles County Division of Humane Services Pet Adoption Center. Service and consultation during normal working hours, 8:00 a.m. to 5:00 p.m. Monday through Saturday, 52 weeks per year. Onsite time will be determined by the needs of the Center and the onsite time needed to provide all contracted services. The facility is located at 4850 Mid Rivers Mall Drive. 2. Specific Services: The Offeror agree to perform specific services within the above stated scope of work to include, but not be limited to the following: The Offeror will perform the following under a comprehensive annual fee: - Perform medical exams on all types of animals as needed with clear communication of veterinary records and care plans after examination; - Provide emergency treatment, examinations, and surgeries for all injured or ill animals under the care of the Pet Adoption Center, but not limited to cats and dogs during normal working hours of the Pet Adoption Center with clear communication of veterinary records and care plans after examinations; - Perform foster pet care including: exams, client communications, follow up, hospitalization, diagnostics, surgeries, medications, and appointments; - Supervise all medical testing; - Supervise the vaccination and de-worming program; - Follow up and continue care as needed on all sick and/or injured animal; - Provide suture removal and post-surgical follow-up of adopted pets at a licensed veterinary facility located in St. Charles County or at the Pet Adoption Center at no additional cost to the County or the pet owner. Any further service or ongoing services between the adopted animal's owners and the veterinarian are by mutual agreement between the veterinarian and the pet owner and all costs incurred in these other services are the responsibility of the pet owner; - Diagnose and advise of the need for more intense medical care at a veterinary facility and provide referrals for care when appropriate; - Provide examinations, radiographs, hospitalization, and nebulizing treatments. . Provide parvo treatment including hospitalization; - Provide post adoption treatment of parvo and other illnesses arising within 3 days of adoption. - . - Determine when animals have been abused and make recommendations to Center management; - Prepare abuse reports for the County Counselor's Office and the Prosecuting Attorney's Office as necessary; - Be available when subpoenaed and testify in the St. Charles County Municipal Court; - Be available during disasters which affect the Pet Adoption Center; - Provide all supplies and equipment that is not County supported; - Advise on the control of infectious and other kennel diseases; - Assistance in developing additional educational content for the Division of Humane Services’ website; - Meet with Center staff as needed: - Attend staff meetings as needed.
