The selected firm will be expected to provide the following services: • Chief Building Official. The selected firm shall designate a qualified and experienced individual to serve as the Chief Building Official (CBO) for the City. This individual will function as the lead authority for interpreting and enforcing the California Building Standards Code and related municipal codes. Key responsibilities include: o Oversight of all building permit and inspection operations, ensuring compliance with adopted codes, regulations, and city policies. o Advising City staff, developers, architects, and engineers on code requirements, and providing official interpretations when needed. o Maintaining up-to-date knowledge of code changes, state mandates, and local amendments, and providing recommendations for procedural or policy updates. o Preparing staff reports, attending City Council and Planning Commission meetings as needed, and serving as the City’s subject matter expert on building-related matters. o Supporting the implementation and optimization of the City’s electronic permitting system (Tyler Technologies EPL), ensuring smooth digital workflows and staff training. o Provide quality control over plan review and inspection staff to ensure consistency with City policies and adopted codes. • Plan Review (Building and Fire). The selected firm will provide comprehensive building and fire plan reviews for all project types, with a focus on code compliance, life safety, accessibility, structural integrity, and energy efficiency. Plan review services must be delivered electronically with timely turnaround, clear documentation of required corrections, and responsiveness to applicant inquiries. o Digital submittal and return of plan check comments. o Response to applicant inquiries by the next business day. o Participation in virtual meetings when necessary. o Ability to coordinate with Fire Department staff on plan review comments when applicable
