The vendor shall perform all work necessary as specified in this RFP and provide all labor, insurance, supervision, and any other incidental items necessary. The work will be performed on residential structures that have been condemned and ordered to be torn down by Spartanburg County. Therefore, Spartanburg County must have the unsafe, dilapidated and deteriorating residential structures removed to ground level or basement level providing the structure contains a basement. Spartanburg County will mandate the vendor will remove all concrete slabs, floors, basement walls, foundations, footings, sidewalks, steps, patios, and driveways, etc. to leave only ground and soil on the site. Fill all crawl spaces or basements or septic tank holes with compactable red clay. Existing dirt on a lot may be used to level the lot if it does not cause erosion, depressions, or other drainage problems. Harley rake must be used to remove all the small debris before planting grass and applying straw. The vendor will sever and seal electrical, gas, water, sewer and telephone utility mains per the Utility Companies directives. Sewer services shall be disconnected as close as possible to the road right-of-way or property line. Spartanburg County will assist to have the appropriate electric utility remove the primary electric service to the structures prior to demolition. Any expense or damage to utilities shall be the responsibility of the vendor. Note that the vendor shall schedule an inspection with the appropriate utility provider and obtain a release in writing that the termination of utilities is acceptable to the utility provider.
