The County of Ocean is soliciting bids from qualified and experienced marine service vendors to provide comprehensive maintenance, repair, and emergency response services for all County-owned watercraft. The County owns and operates a diverse fleet of vessels across multiple departments, including but not limited to: pumpout boats, skiffs, patrol boats, flat-bottom jon boats, rigid inflatable boats, personal watercraft (jet skis), kayaks, and canoes. These vessels support a wide range of missions and operations conducted by departments such as Planning, Parks, and Emergency Services. This contract will serve as a blanket maintenance agreement to ensure operational readiness of the fleet throughout the year, with a primary focus on the seasonal demands of the boating season, which begins in April and continues through mid-October. Services will be provided on an as-needed basis and must include both routine and specialized marine services to accommodate the unique needs of each vessel type. In addition to planned seasonal service, the vendor must be equipped to respond to emergency repair requests in a timely and professional manner to minimize downtime and ensure continued County operations on the water. SCOPE OF SERVICES: A. Routine Maintenance • Fuel filter replacement • Engine manufacturer recommended service intervals for diesel and gasoline engines • Marine propulsion gear and water jet drive service • Oil and filter changes (inboard and outboard motors) • Cooling system flushes • Lower unit servicing • Impeller replacement • Battery maintenance/replacement • Propeller and shaft inspections B. Electrical & Electronic Systems • Troubleshooting navigation lights, bilge pumps, gauges • Repair or replacement of GPS, sonar, radios, VHF systems • Electrical wiring and fuse box work C. Hull and Structural Repairs • Fiberglass and gelcoat repair • Aluminum welding (if applicable) • Replacement of cleats, railings, and deck hardware D. Emergency Repairs • Haul-out and towing services • On-water engine failure diagnostics • Bilge pump/system failure resolution E. Seasonal Preparation and Storage • Winterization and de-winterization • Fuel stabilization • Shrink wrapping • Launch and retrieval services • Bottom painting
