Under the guidance of Hall County Administration and Court Administration, it will be the responsibility of the selected party to prioritize, plan, organize, staff, direct, coordinate, review, and budget activities associated with the judicial complex. The expectation is that selected parties will provide the technical skills necessary for the successful implementation of the program. Selected firm must have experience in and ability to commit to a multi-year program implementation, with the project scope expected to continue four or more years to completion. Services shall include; 1. Public Relations a) Support the Hall County Communications Division with information that may be shared with the public of all aspects regarding the project b) Hold stakeholder meetings as needed to provide updates and collect input c) Conduct an on-going public information campaign including regular citizens meetings to update, disseminate information, and obtain input from the public d) Provide regular updates to the Board of Commissioners and Court System through individual meetings and presentations at public meetings to articulate program accomplishments and provide up-to date information. e) Establish and maintain an on-going media campaign to include print, media, and social media platforms throughout project in coordination with the Hall County Communications Division. f) Assist the Hall County Communications Division in responding to all public inquiries throughout all phases of program g) Coordinate communication efforts with the Hall County Communications Division to ensure cohesive and consistent messaging 2. Program/Project Management Establish the goals and objectives of the multi-year program in collaboration with the Hall County Project Team. Maintain the budget and schedule; this includes establishment of project management protocol on appropriate software. Provide detailed forecasting and reporting to the Hall County Project Team on performance, deadlines, and budgetary considerations, including estimations of postconstruction maintenance costs for the county's consideration. Coordination and management of all project phases from inception to completion, including but not limited to, completion of design, engineering, environmental considerations, utilities, permitting, bidding, procurement, contract management, risk management, quality control, conflict resolution, statkeholder management, construction oversight, invoide review/approval, and financial reporting of the Project. If grant opportunities are available, coordinate and assistance, along with the Hall County Grants Division, with grant administration and compliance through entire lifecycle of grant. Utilization, coordination, data entry, and verification of scheduling, staffing, project management, and financial systems in order to ensure that that up-to-date information is available. Responsible for close coordination with the Hall County Project Team throughout the project Manage construction inspection services, either directly or through coordination thereof. Must have ability to render services on site five (5) days per week with on call and/or emergency services available up to seven (7) days per week, if needed. Successfully complete by October 31, 2025 the competitive procurement process per Hall County Code for selecting a qualified Architectural Firm to complete design and construction drawings for the Judicial Expansion Project. This would include working with the Hall County Project Team, specifically, the Purchasing Division, to appropriately developing a RFP/Q Competitive Bid Request for solicitation, releasing, evaluating, and assisting in recommending a qualified architectural firm for final award. Successfully complete by October 31, 2025 the competitive procurement process per Hall County Code for selecting a qualified Construction Manager at Risk with a Guaranteed Fixed/Maximum Price to complete and oversee the construction of the Judicial Expansion Project. This would include working with the Hall County Project Team, specifically, the Purchasing Division, to appropriately developing a RFP/Q Competitive Bid Request for solicitation, releasing, evaluating, and assisting in recommending a qualified construction manager at risk for final award.
