1. Purpose To provide independent, third-party quality control and assurance services to ensure compliance with California Public Works laws (including the Public Contract Code, California Building Standards Code (Title 24)), and specific California public school district standards, ensuring delivery of a project that meets all applicable regulations, safety requirements, and performance specifications. 2. Applicable Standards and Requirements The IOR firm shall ensure compliance with the following but is not limited to: California Building Code (Title 24, CCR) California Labor Code – Prevailing Wage (Section 1720 et seq.) California Education Code (related to public schools and facilities) California Public Contract Code Division of the State Architect (DSA) requirements CEQA (if applicable) Local jurisdictional permitting LEED/CHPS requirements (if specified) District-specific guidelines (as indicated by M&O Director) 3. Services Provided by IOR Firm A. Pre-Construction Phase Review of plans and specifications for quality compliance and constructability Develop a Project Quality Control Plan (QCP) Attend pre-construction meetings Coordinate with the DSA Verify materials submittals, shop drawings, and certifications B. Construction Phase Onsite inspections to verify workmanship and material compliance with plans, specs, and codes
