The selected vendor will be required to conduct the following tasks: • Evaluating current pay scales implemented January 2023 (last study 2022) against current market data. • Identifying pay compression issues such as - New Hires vs Tenured Employees, Managers and Direct Reports, and Promoted Employees • Review and recommend updates to the Agency’s salary structure, including the development of new salary grades or pay bands • Making compensation implementation recommendations. • Conducting market analysis for: State Educational Offices and other Public Sector, Governmental Entities of similar size for exempt staff. • Evaluating fringe benefits to determine impact on recommended salary scales. • Providing a comprehensive and strategic plan for implementation of findings. • Interviewing departmental directors and/or executive staff. • Provide market comparisons for each job classification to evaluate competitiveness in the labor market. • Provide guidance on how to maintain equitable pay structures and make adjustments based on future market trends. • Reviewing ISBE’s methodology for establishing salary offers and associated recommendations. • Provide detailed information on the methodology, approach and timeline that demonstrates how your firm will ensure that the study meets the requirements of the RFQ and the needs of the agency. (i.e. How will you ensure that the study is completed by the specified completion date?). • • Provide specific recommendations for adjusting salary structures to align with market conditions and internal equity • Presenting findings and recommendations to ISBE’s Executive Leadership team by November 30, 2025.
