All Final Documentation will be fully signed and provided to the Town by December 31, 2026, to include the following: − 2026 Groton Mass Appraisal Final Reports and Impact Reports for o Commercial Properties o Residential Properties − Connecticut State Performance Based Revaluation Standards Certification − Unsold Final Testing report − Real Estate Sales report including statistical testing: ASR, Absolute Deviation, COD, COV, PRD, Weighted Mean, Mean, Median and including All Sales of real estate, Qualified Sales, Residential Sales, Commercial Sales and Vacant Land Sales − Residential Data Collection Manual − Residential Review Manual − Commercial Data Collection Manual − Land Tables − ASR Reports by Neighborhood − Reports will be in compliance with USPAP Standard 6 – Mass Appraisal, Development and Reporting
