The Maternal and Child Health Branch seek to partner with a youth-serving organization to implement the Teen Outreach Program (TOP®)—an evidence-informed curriculum focused on youth development and reproductive health. The organization must demonstrate the capacity to support curriculum delivery and ensure facilitators are properly trained and certified. he Bidder shall: Be based on Oahu. A minimum of ten (10) years of demonstrated experience in planning, developing, and executing community-based programs that serve youth and families, with an emphasis on promoting sustained, lifelong health and well-being. Submission of one (1) letter of support authored by a current or former program participant who identifies as a teen, attesting to the positive impact of the organization’s services on their personal growth and development. 4. Working knowledge and operational familiarity with the DOH procurement policies, administrative rules, and procedural requirements, including but not limited to the use of purchase orders. 5. Consistent demonstration of professionalism—including demeanor and conduct—across all program-related interactions, events, and public engagements in alignment with the values and expectations of this initiative.
