Conduct business process mapping using tools such as Microsoft Visio, Lucidchart, or equivalent. 2. Analyze current utility billing workflows and identify areas for improvement. 3. Deliver updated and recommended process documentation including gap analysis and workflow redesigns. 4. Provide a consolidated findings report with recommended action steps and system optimization suggestions. C. Stakeholder Engagement and Requirements Gathering 1. Facilitate workshops and interviews to father requirements from City Staff and other key stakeholders. 2. Document business needs in a clear and organized format suitable for use by technical teams and vendors. 3. Provide a stakeholder summary report outlining identified needs and recommendations. D. Policy and Role Definition Support 1. Collaborate with departments to clarify responsibilities between billing, utility operations, the call center, and economic development. 2. Deliver a policy and roles matrix that defines Key Account designations and outlines interdepartmental responsibilities across utility services. E. Strategic and Technical Advisory Services 1. Provide insights into current trends in the utility industry such as conservation strategies, distributed energy resources (DER), and rate study implications. 2. Advise on regulatory compliance and risk management practices specific to utility billing systems. 3. Recommend and document change management strategies for adoption of new policies, systems, or rate structures.
