The Town of Scarborough is seeking proposals to provide one (1) 25 foot Public Safety Patrol/Rescue Boat This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected and the contractual terms which will govern the relationship between the Town of Scarborough and the awarded Bidder. The Town of Scarborough Public Safety staff are statutorily and routinely tasked with fisheries law enforcement, boating safety patrols, coastal search and rescue, and maritime security missions. Public Safety Staff are frequently called upon to assist other local public safety agencies and the U.S. Coast Guard with a variety of waterborne missions on coastal and offshore waters. The primary vessel currently consists of one 21’ vessel center console outboard patrol vessel. The current hard-top, center console, open cockpit boat design provides a useful and safe seasonal platform for one or two officers to conduct patrol work, including boarding vessels, along Maine’s coastline and tidal waters. The current small patrol/rescue vessel has been in service for upwards of 27 years; due to the age, condition, and the increased maintenance and repair required by this vessel, the Department is planning to continue replacing the vessel in this class. The Department has found it necessary to increase the operability of its small vessel by pursuing a replacement vessel design that will allow for increased usability in the spring and autumn months and in inclement weather conditions.
