Task 1: Project Kick-off • The consultant will meet with the Planning Commission on Zoom to review the scope of work, outreach and technical methodologies, roles, responsibilities and schedule. • The consultant will participate in an in-person public meeting to provide an overview of the purpose and value of the Town Plan, describe the scope of work for this contract and its relationship to the rest of the plan update process, and describe other topics the consultant believes will be useful at this stage of the project. The consultant will facilitate a discussion to gather feedback to inform the vision and goals and update to the land use section. The technical proposal should describe the consultant’s approach to facilitating a productive public meeting. • The HPC will reserve the meeting space and publicize the meeting. • The consultant will summarize the results of the public meeting in a memo or PowerPoint slides. Task 2: Community Survey • The consultant will develop a draft list of survey questions for review by the HPC with the general purpose of informing the development of the vision, goals and land use sections of the Town Plan. Additional questions may be included to help inform other sections of the plan update, or to compare results from previous surveys, as long as it’s possible to carry out the survey consistent with best practices. • The consultant will review the draft questions with the HPC at a Zoom meeting.
