The San Diego County Sheriff's Office (SDSO) requires a Jail Reentry Case Management Application deployed in the Government Cloud (GovCloud) environment to replace its outdated system. The application will streamline case management operations, improve Incarcerated Person (IP) rehabilitation tracking, and ensure compliance with federal and state regulations such as CJIS, HIPAA, and FedRAMP. 1.2. The SDSO has been recognized as a leader in Reentry Services. The Reentry Services Division (RSD) uses evidence-based practices to provide effective and efficient services while maintaining high standards of public safety. The existing case management system, which has 100 users, manages as many as 3000 cases at a time, and has nearly 1600 IP's enrolled in classes and program, lacks the required flexibility and scalability. 1.3. The new Jail Reentry Case Management Application shall be highly scalable, flexible, customizable, and secure to meet operational and compliance demands. A modern, secure, cloud-based solution shall enable Reentry Services Correctional Counselors (CC), deputies, and other relevant stakeholders to efficiently manage Incarcerated Person (IP) services, track progress, develop and manage reentry plans.
