The Oregon Military Department (“OMD” “Owner” or “Agency”) is seeking a Design-Build Contractor (“DBC” or “Design-Builder”) to be a collaborative team leader in delivering the complete and usable Project on-time and within budgetary constraints in support of the ongoing mission of the ORARNG, by providing Project management, design, review, value engineering, testing, inspections, and construction of improvements to the existing Field Maintenance Shop #8 (the Project) located within Rees Training Center. The Project consists of sustainment, restoration and modernization of an existing 21,000 square foot National Guard building which supports the current logistical requirements for the ORARNG. FMS #8 has been newly authorized to service all motorized vehicles up to and including the M1A2SEPv3 tank. FMS #8 currently has 5,250 square feet of Heated Vehicle Work/Storage and 15,750 square feet of covered storage. The completed Project will provide adequate space for full-time and traditional (part-time) Oregon Army National Guard personnel. OMD’s goals for this Project include extending the useful life of the facility by a minimum of an additional 25 years, implementation of cost-effective energy conserving measures, achieving code compliance, and utilizing existing building square footage. 1) Priority 1- Energy Efficiencies (Replace existing metal siding and roofing/add insulation, replace and update HVAC and exhaust ventilation in existing 3 work bays) 2) Priority 2 - Optimize use of existing space (Enclose additional bays, maximize workspace, design and construction of administrative offices, locker-room, and restrooms. 3) Priority 3 - Meet mission requirements (Addition of a 10-ton crane w/2 bays of operation) 4) Priority 4 - Meet mission requirements (Design and construction of one (1) enclosed hot wash rack connected oil/water separator)
