The County is seeking proposals from qualified training providers to design and deliver a comprehensive Leadership and Management Development Training Program for upper management and department leaders. The program should equip participants with essential leadership skills, strategic management tools, and effective communication techniques necessary to lead high-performing teams and drive organizational success within a public sector environment. Target Audience Department Directors Division Managers Supervisors with upper management responsibilities Elected Officials Training Delivery The training provider will deliver services through a combination of in-person workshops, virtual seminars, and/or blended learning formats. In-person sessions will primarily be held at County facilities in Dalton, Georgia, with scheduling coordinated in advance with County leadership. The audience will be divided into two cohorts, each with approximately 20 individuals per session. Training for the first cohort will be conducted over a period of up to 5 months, followed by the training for the second cohort conducted over a similar period. All training and follow-up must be completed before December 31, 2026. A primary purpose of the training will be to have upper-level supervision better understand their role and have an understandable process to accomplish their responsibilities in today’s labor shortage. The program is intended to have multiple interactions with trainers with opportunities to learn in smaller teams and through a hands-on approach. The training needs to be straightforward and practical, tailored for managers, with relatable real-world examples to ensure easy understanding and application. To ensure engagement and relevance, the training must communicate both the importance of these topics and the specific ways they will benefit managers and help managers improve their own performance, decision-making and team leadership. The County is interested in training services that address a range of core managerial subjects. The selected provider will be expected to develop and deliver training modules covering, at a minimum, the following subjects: 1) Strategic Thinking & Decision-Making o How to align team goals with organizational strategy o Making data-driven and values-based decisions o Ethical leadership practices o Managing priorities and limited resources o Strategic and operational planning in government o Time management 2) Coaching & Developing Others o How to mentor emerging leaders o Providing constructive feedback o Addressing underperformance and recognizing high achievement. o Career development conversations o Setting expectations and managing outcomes o Conducting effective evaluations and feedback sessions o Employee coaching and mentoring o Progressive discipline
