The scope of work is expected to include the services described below. No guarantee is expressed or implied by CFPUA that all services will be performed or that the selected consultant will perform all services associated with the project. CFPUA may terminate work or pursue other consultant selections at any phase of the project. This project is part of the ongoing consolidation of the Town of Wrightsville Beach’s water and wastewater system into the Cape Fear Public Utility Authority (CFPUA). As part of the Utility Consolidation Feasibility Study completed in January 2024, this project was identified as a critical infrastructure improvement necessary to support system integration, improve reliability, and align with CFPUA’s operational standards. This project is funded in part by a direct appropriation from the State of North Carolina to support municipal utility consolidation and regionalization. As such, the selected consultant will be required to comply with applicable state grant administration requirements, including documentation, reporting, and coordination with CFPUA staff to ensure compliance with funding conditions. Overall objectives of this project are outlined below: 1. Review existing station drawings, performance data, and site constraints and perform preliminary field investigations as needed for cost estimation. 2. Design improvements related pump, piping, mechanical, and electrical rehabilitation or replacement. 3. Prepare detailed design and specifications for bidding. 4. Obtain all necessary permits, approvals and encroachment agreements. 5. Provide bidding assistance, certified bid tabulation and letter of recommendation to award. 6. Construction administration and observation-based services.
