SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Office of Purchasing & Contracting on behalf of the Department of Public Safety for the State of Vermont (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide professional engineering services. The State is working through Vermont Emergency Management (VEM) to support communities across Vermont with flood scoping studies. The selected contractor(s) will be responsible for developing flood study scoping projects for the selected municipalities. The State anticipates selecting up to 10 municipalities. Bids will be accepted for less than 10 municipalities. A list of current selected municipalities is included in Attachment A – Statement of Work. Please note additional municipalities may be added to the Statement of Work as they are selected by VEM. The categories of services are set forth below: • Data Collection and Project Initiation o Kick-off meeting with VEM staff, town, engineer o Data collection of existing mapping, studies o Public outreach and engagement to gather project ideas • Hydraulic Modeling • Alternatives Analysis and Report o Development of potential project list and flood reduction impacts o Public outreach and engagement on project alternatives • Conceptual Designs o Develop conceptual designs for selected projects o Develop timelines and budgets for selected projects o Develop benefit-cost analyses as needed for selected projects o Public engagement on selected projects
