QUANTITY & FORMAT: 1) 40,000 permits printed both sides in blue and green ink with large black serial numbering. 2) These are inside rearview mirror hang tags for motor vehicles, fashioned from heavy-gauge plastic. Die cut yielding a finished size of 3” x 9-1/2” with all corners rounded and a notch cutout to allow for hanging from the mirror. STOCK: 1) White 23 mil polyvinyl. Permit placards will be expected to last for a service life of at least five (5) years, subjected to the year-round extremes of temperature, humidity and sun exposure that will prevail when hanging from an inside rearview in a motor vehicle in New Hampshire. Material must be tough, UV resistant, and non-curling. The material must not change color with age or exposure to sunlight. The material must be guaranteed not to break, split, crack, curl or turn yellow, and must be able to withstand the handling and transferring between vehicles that these permits will typically go through over their five-year service life. 2) Stock Attributes: A) Brittleness or Cold Crack Temperatures: Material must withstand extreme temperatures from - 50 degrees Fahrenheit to + 200 degrees Fahrenheit. B) Curl: The material, when exposed to sunlight while hanging from a motor vehicle’s rearview mirror, shall not curl more than 5% across either dimension. C) Added Marking by user: The material surface must accept marks made by permanent black marker. COMPOSING: To be done by vendor as needed to replicate the layouts shown above (samples will be provided), and in accordance with the following additional requirements: A) Under N.H. wording should read “Disabled Parking”, not “Disability Parking”. B) On both sides, change the range of years in the year column to “25” through “36”. C) Note that the year and month columns will often be punched for expiration date at time of issue. For this, the year column on one side must be backed up with a year column on the other side, and the month column must be backed up by a month column. This means that, although the image on one side will look very similar to the image on the other, it will be different and cannot be printed from the same plate or screen. D) This project requires the use of the Great Seal of the State of New Hampshire. An electronic file of this Seal will be provided if needed at the time of project award. Note that this seal depicts a ship on drydock stocks on a sloping shore. The ship should be on a slant; it is not pictured floating in water and is not supposed to appear level. Vendor must orient the seal, so the ocean horizon line is level, not the ship. D) The font proposed for serial numbering must pass proof approval as well as the static print. Of particular concern is that the numerals for 3, 6, 8 and 9 must be easy to distinguish from one another.
