Projects may serve either a mixed population of homeless persons or an identified special needs homeless population. Specific special needs populations include, but are not limited to: • Persons with a mental illness • Persons with physical disabilities • Persons with HIV/AIDS • Youth, including young adults aging out of foster care • Survivors of domestic violence, per the HUD definition (See the full definition in the HHAP Application) • Survivors of human trafficking • Veterans • Ex-offenders and/or, • Persons with substance use disorders Eligible Types of Housing and Initiatives To be eligible for funding under HHAP, a project must be one or a combination of the types of facilities described below. Please note, that to promote the State’s overall commitment to permanent supportive housing, a minimum of 65% of the funds available to HHAC in any given State fiscal year will go to permanent supportive housing.
