Illinois State University (ISU/University) is a publicly supported higher education institution (awarding baccalaureate, masters, and doctoral degrees in numerous academic disciplines) located in Normal, Illinois. The University’s campus supports an enrollment of approximately 21,000 students. Illinois State University houses 6,700 students on campus in one of nine housing facilities owned and operated by the University. ISU requires students to live on campus for two years after graduating high school to support their developmental needs, leading to a successful undergraduate experience. Illinois State University provides a full-service, in-house food operation on campus. ISU currently serves approximately 8,000 meal plan holders in addition to non-meal plan holders, faculty, and staff. ISU operates two residential dining facilities, a catering service, and six retail style food venues. ISU requires students living on campus to have a meal plan with the University. The University is seeking a three-phase assessment of Housing and Dining operations: Phase I: Facility Condition Assessment of Housing and Dining facilities Phase II: Analysis Phase – Assess Housing and Dining operations Phase III: Master Plan Development and Delivery – Produce a 10-year master plan for Housing services and a 10-year master plan for Dining services. The objective is to create strategic roadmaps that align with the University’s longterm goals, ensuring financial sustainability, operational efficiency, and enhanced student experiences.
