The Department is seeking a twenty-eight (28)-bed moderate-risk residential program for females appropriate for residential placement, between the ages of twelve (12) and eighteen (18), who need Substance Abuse Treatment Overlay Services (SAOS) and Mental Health Overlay Services (MHOS). Program services are to include innovations in delinquency programming and treatment services, as described in Attachment A, Services Sought, Attachment A-1, Health and Nursing Services, the Career and Technical Education (CTE) Services Attachment, the Academic Services Attachment, the Substance Abuse Treatment Overlay Services (SAOS) Attachment, and the Mental Health Overlay Services (MHOS) Attachment. The Department shall allow for the flexibility of beds, based on the Department’s needs for treatment services. At the time of Contract execution, the services to be provided are: MHOS and SAOS. The Department reserves the right to add any of the additional service types noted below to the program as the needs of the Department dictate. Should such a need arise, the Department will work with the Respondent to allow adequate time to make program adjustments (e.g., physical site changes, staffing changes, etc.) before adding the service type. • Substance Abuse Treatment Overlay Services (SAOS) • Mental Health Overlay Services (MHOS) • Intensive Mental Health (IMH) Treatment Services • Comprehensive Treatment Services for Co-Occurring Disorders • Borderline Intellectual Functioning (BIF) Services • Developmental Disability (DD) Treatment Services • Medical Complex Residential Overlay Services • Juvenile Sexual Offender Treatment Services The Department intends to award a single Contract. The award shall be based upon funding availability and the Department’s final determination of service needs. Basic care and custody of a residential program shall be provided in accordance with Florida Statutes (F.S.), Florida Administrative Rules, and Department policy, to meet the minimum requirements.
