The City’s objective in issuing this Request for Qualifications (RFQ) is to provide a competitive means in which to select a single provider to fulfill all aspects of this project. The City may elect to implement further improvement measures in phases pursuant to the final contract. The work to be included in the contract may include upgrades to or replacement of equipment included in, but would not be limited to, the following systems: electrical, lighting, heating, air conditioning, building automation, temperature control, facility management, energy recovery systems, renewable energy generation, net-metering or other energy conservation measures that provide long term operating cost reductions. ESCOs will be considered for selection based upon their demonstrated ability to identify, design, finance, install, commission, as well as measure and verify energy, water, and solid waste efficiency measures in city facilities; to include street lighting.
