1.1 This Specification contains requirements pertaining to Hauling for Disposal or Beneficial Reuse of dewatered sludge cake produced by the Authority. 1.2 The Authority intends to award more than one contract in response to this advertisement for bids to create a “Pool of Contractors”. The primary contract would be awarded to the lowest responsible and responsive bidder based on the lowest unit price bid. Additional contracts may also be awarded by the Authority to the subsequent lowest responsive bidders based on unit price bid. A final decision on the number of contracts awarded will be made solely by the Authority, after a review of the bids received, based upon available funding and budgetary constraints of the Authority.
