1. Initial Assessment. Upon award of the contract, the contractor shall perform an initial assessment of the existing compactors and provide the Authority with a report outlining any major concerns and recommendations to replace equipment, in order of importance. During the term of this contract, the Contractor shall perform but not be limited to the below listed tasks. All services performed by the awarded contractor shall meet the manufacturer’s maintenance requirements for the make and model being serviced. Absence of the task in the specifications below does not relieve the contractor from performing as required in order to keep the equipment in proper condition so as not to void any warranties. 1. Initial assessment and report for all compactors 2. Quarterly maintenance of all compactors 3. Annual maintenance of all compactors 4. Repairs of compactors on an as needed basis. 5. Appropriate contract discounts/markups must be applied (i.e. 10% markup, net contractor’s cost, etc.) The LHA will not accept any markup over 15%. Manufacturer discounts and rebates for any parts used on behalf of the LHA must be applied to the LHA invoice. Bi-Annual Maintenance The contractor will be required to complete a checklist that includes the date and time the inspection/maintenance took place. A service checklist, completed and signed by the Contractor’s technician, shall be presented to the property manager upon completion of each service call. Absence of a completed and signed checklist may result in non-payment of the invoice. Included in this bid is a sample checklist to be used for each inspection/maintenance. See Exhibit 2. Upon contract award, a bidder may offer a substitute checklist that includes all tasks listed herein, to be approved by the Authority. 1. Bi-Annual Maintenance Tasks – All Compactors The contractor will be required to report to the Property Manager’s office to sign in at each compactor/property location once every quarter with no more than 90 days between each visit to perform quarterly maintenance of the compactors. The tasks include but shall not be limited to: • Visual Inspection: check for leaks or damage. Observe the compactor during a full cycle to identify any noises, vibrations or slowing of operation. • Filter Changes: change all hydraulic, oil and fuel filters. • Lubrication: apply lubrication to bearings, chains, pivot points and side rails. • Belts: check and adjust the tension of belts in the drive systems. • Wear & Tear: inspect hoses, belts, seals and compaction surfaces for corrosion or deterioration.
