The Virginia Department of Transportation (herein referred to as “VDOT”) is soliciting bids from qualified firms to purchase nonpoint source nutrient credits that have been certified pursuant to VA Code § 62.1-44.19:20 (herein referred to as “nutrient credits”) with the specified Albemarle, Atlantic Ocean, Big Sandy, Chowan, Clinch/Powell, Eastern Shore, Holston, James, New River, Potomac/Shenandoah, Rappahannock, Roanoke, Yadkin and York Watersheds (each an “Watershed” and collectively the “Watersheds”) to address compliance with the water quality technical criteria, address a Total Maximum Daily Load (TMDL) requirements and/or replace existing onsite control that are not functioning as anticipated. The contracts will be a fixed price contracts with one or more eligible Contractors operating approved nutrient credit generating facilities (Nutrient Banks) within the Watersheds.
