2.1. Scope of Work Proposals will be evaluated based on qualifications for completing the scope of work described below. The work program and final scope of services will include, but not be limited to, the following tasks: • Work with City staff and consultants to incorporate recommendations from existing and developing documents and programs into a cohesive plan or document. • Develop communication tools, media, and channels to reach out to residents and businesses within the revitalization neighborhood. • Organize and facilitate a Community engagement process that includes input from local businesses, property owners, and residents to learn about the project and serve as a platform to share information, gather feedback, and foster dialogue. • Coordinate a voluntary group of residents, property owners, and business owners to evaluate the overall condition of private and public amenities in the area and identify opportunities for implementation to assist with revitalization. • Develop a unified visual concept (logo/brand) and message for Thunderbird Road and Downtown El Mirage that will be incorporated in all marketing collateral used for each specific area. • Establish and/or promote an identifiable name that can help create a sense of pride within individual neighborhoods. • Assists with the implementation of a new entry and wayfinding signage that is specific to the "Downtown" El Mirage. Develop concept map of wayfinding signage and logo/brand placement. • Provide a prioritized implementation plan derived from identified strategies and community engagement. The plan should include timelines and cost analysis linking targeted funding opportunities with each strategy. • Evaluate potential funding sources and organizational structure for Small Business Façade Improvement Program that doesn’t interfere with Arizona State Statute Gift Clause.
