All Consultant work and deliverables are expected to meet the requirements of existing State law and any changes to those laws while under contract. The following descriptions identify the minimum scope of services that may be provided by a qualified consultant. The respondent should identify any additional tasks that are recommended to meet the objectives of the work program in the response to this Task Order Solicitation (TOS). Additional details regarding specific tasks will be further described in subsequent Notice to Proceed (NTP) letters. Task 1. Analysis of Short-Term Rental Listings and Nightly Bookings The Consultant shall collect current data and conduct an analysis of the impacts of the enforcement of the HSO to update the total annual number of RHS and EHS registration applicants, and update the estimated annual total number of nights of Home-Sharing activity. This task includes the following: ● Evaluation of current levels of short-term rental activity in the City (since the implementation of HSO), based on a data scrape of all Hosting Platforms operating in Los Angeles. This is to include information on the total number of listings, differentiated by listing type and number of nights booked, as well as the total annual number of nights of Home-Sharing bookings. ● Survey of three other jurisdictions which have adopted similar regulations and the impact of those regulations on the annual number of Short-Term Rental listings and activity. ● Impact of the HSO on existing levels of Home-Sharing and Short-Term Rental activity since the HSO has been enacted. ● Current impact of the HSO on Transient Occupancy Tax revenues from Home-Sharing and short-term rental activities. ● Annual revenues accrued from application fees for both Home-Sharing and Extended Home-Sharing, since the implementation of the HSO. Anticipated Deliverables: Summary of findings; estimated total annual Home-Sharing activity levels based on data since the HSO has been enacted, including number of listings and total number of nights booked for Home-Sharing and Extended Home-Sharing since the implementation of the HSO.
