Specifications include, but are not limited to: A. Consultant shall assess the District’s potential compliance with the AWIA requirements based on current documents, policies, plans, procedures, and assessments that the District already has in place. This shall include a method to indicate to what degree those current concepts meet the AWIA compliance, including completeness, currency (less than 5 years old), intent, etc. The Consultant shall continuously check with the EPA for any AWIA changes to the RRA and ERP requirements. B. Consultant shall organize and attend a kickoff meeting with the District to introduce key project team members, discuss project schedule, review scope of work, and request available data, reports, documents, and plans from the District that are relevant to the Service. The Consultant shall collect and review all existing reports and record drawings that may impact the evaluation. During kick-off meeting, Consultant shall gather information from District staff about existing concerns to ensure that those issues are evaluated. C. Consultant shall conduct a District-wide all-hazard RRA, which should include, but are not limited to, the following: 1. Risk to the system from malevolent acts and natural hazards (i.e. all hazards); 2. Resilience of water facility infrastructure (including pipes and constructed conveyances, physical barriers, source water, water collection and intake, pretreatment, treatment, storage and distribution facilities, electronic, computer or other automated systems (including the security of such systems) utilized by the water system; 3. Monitoring practices of the water system; 4. Financial infrastructure of the system (e.g., billing systems); 5. Use, storage, or handling of various chemicals by the water system; 6. Operation and maintenance of the water system; 7. Unintentional human caused risks, such as hazardous chemical spills, incorrect system operation, critical component failure, etc.; 8. Dependency hazards, to include utility interruptions (including power outages, communications outages), supply chain, employee staffing issues (illness, strike), customers, transportation, proximity, etc. D. Prepare draft report for District review.
