The New Hampshire Department of Safety, Office of Highway Safety (OHS) seeks a qualified vendor to design and conduct the National Highway Traffic Safety Administration (NHTSA) Seat Belt Use Observational Survey. Survey must be designed and conducted in accordance with Uniform Criteria for State Observational Surveys of Seat Belt Use, 23 CFR Part 1340 and approved by NHTSA prior to conducting the survey. (See Attachment A); Survey design submission must include: Sample Design Data Collection Estimation; Road segment data file from NHTSA and NH Average Motor Vehicle Crash-Related Fatalities Data provided by OHS will be utilized by the selected vendor for use in survey design. Survey data must have less than 2.5% standard of error and be reviewed by a qualified statistician to ensure conformity to the requirements of CFR Part 1340 prior to submission to NH OHS. The selected vendor is responsible to develop and facilitate training with data collectors utilized to conduct the survey. State Seat Belt Usage Reporting Form must be submitted in NHTSA approved format.
