The City is seeking the services of an engineering consultant or contractor to develop a process to prepare and maintain an inventory of service line materials to comply with Lead and Copper Rule Revisions, as mandated by the Environmental Protection Agency (EPA) and implemented by the New Jersey Department of Environmental Protection (NJDEP). It requires an outside contractor to locate service lines connected to the municipal water distribution system and identify the construction material for these service line. This process will also allow the City to develop the required Service Line Inventory, which classifies the service lines for annual reporting to the New Jersey Department of Environmental Protection (NJDEP). The City seeks proposals for Paper Records Digitization and Ongoing Document Scanning Services for Plans, As-Builts, Private Development Project Files. The purpose is to digitize existing paper records into an industry standard digital format and create an easy to use, fully searchable, high quality digital archive. An outline of the minimum necessary Services to meet the City’s objectives has been defined below.
