5.1.1 St. Louis County is soliciting a single vendor to provide Incarcerated People’s Communications Services (IPCS). The system provided shall include inmate phones, inmate tablets, a video visitation system as well as electronic mail. The successful bidder shall deliver a turnkey solution to include all the necessary infrastructure, hardware, software, equipment, installation, operation, maintenance, support, materials, supplies, and all other items necessary for a fully functional, administered and managed IPCS system. 5.1.2 All software applications shall be delivered via a software-as-a-service (SaaS) model with all licensing required for use of the software 5.1.3 All software applications shall have a minimum up-time of 99%. 5.1.4 All software upgrades shall be included at no additional cost. 5.1.5 All fees/rates must comply with all applicable federal, state, and local laws, regulations, and other requirements 5.1.6 IPCS shall be operational within 60 days of an executed contract. 5.1.7 Services will be provided at the Buzz Westfall Justice Center, a 1,232-bed correctional facility located at 100 South Central Avenue, Clayton, Missouri 63105. The current average daily population of the facility is 1241.
