The awarded supplier will provide statewide offender commissary services at correctional facilities statewide, including state prisons and probation detention centers (currently forty-seven (47) facilities) (also see Attachment P – GDC Facility Map). The commissary solution shall provide delivery of all commissary products on the approved Master Product List, a web-based financial accounting and inventory tracking system, and any related equipment, such as shelving, required by GDC commissaries. Security is a top priority for the GDC. The awarded supplier shall make all reasonable efforts to prevent the introduction of contraband into GDC facilities while performing the duties of this contract. The awarded supplier shall fully cooperate with GDC staff in the event an investigation involves the goods and/or services provided by the supplier to GDC through this contract. Each facility will receive a single weekly delivery of all ordered commissary items at a specified time with delivery made according to the specifications and requirements identified in this Scope of Service and associated contract documents. GDC Facility staff manages the pulling and delivering of commissary orders to the offenders as well as handling orders when offenders are transferred to another facility. Should new technology become available during the contract period, GDC requires the supplier to support integration. Examples may include kiosk systems or the use of tablets or other handheld devices. The commissary supplier will not be responsible for providing future hardware associated with kiosks or tablet systems. The supplier must be adaptable to changes to the contract such as new facilities being opened and/or facility mission changes which may increase or decrease the number of facilities with offender commissaries. GDC sales account for over $24 million in purchases annually as noted in Attachment Q- Invoice Value FY24.
