UPSTATE is requesting proposals from qualified and experienced contractors (“Contractor” or “Bidder”) to provide a Radiology Picture Archiving and Communications System (PACS). The Radiology Picture Archiving and Communications System (PACS), is a critical component of the Radiology department. The purpose of this Request for Proposal (RFP) is to review, select and implement a solution that will provide Upstate with a Synchronous Hybrid PACS solution that allows a combination of on-premise and cloud based. The selected vendor will work with the Upstate IT team to: a. Convert the required data from legacy systems to the new solution. b. Build appropriate interfaces and security parameters for the system to be implemented. This will include integration of the system with the hospital information system and third-party vendor add on systems tied to the PACS system. c. Implement and integrate the new PACS system with other systems (Epic, Illuminate, VNA, Powerscribe) across the enterprise departments and with other radiology uses systems that require access and utilization of PACS. Implementation to also include establishing physician specific hanging protocols for radiologist. d. Provide post implementation service: This will include all services and quality assurance programs that are needed post implementation. Service hours and level of on-site service are noted in the RFP. Quality assurance requires the vendor to work with the hospital to on mutually agreeable benchmarks and metrics based on best practices for PACS systems.
