The contractor shall be responsible for completion and submission of supporting written documentation and reports that demonstrate the Contractor’s completion of the following tasks, according to a timeline and due dates approved by MDoA: a. Research & Landscape Review 1. Identify programs in Maryland and nationwide that use technology and other means that foster meaningful social engagement and reduce isolation. 2. Highlight evidence-based programs, outreach strategies, costs, evaluation methods, and alignment with MDoA objectives. b. Program Integration Assessment 1. Assess alignment with public programs operated by MDoA and other State agencies (e.g., Telecommunications Access of Maryland, Maryland Access Point, National Family Caregiver Support Program, Long Term Services and Supports, etc.). 2. Recommend integration strategies for service coordination and referrals. c. Reporting & Presentation 1. Develop a detailed written report on the findings and results of the Contractor’s Research and Landscape Review and Program Integration Assessment described in the preceding sections 4 a.(1) & (2) and 4 b. (1) & (2) and an accompanying slide deck. 2. Present findings, as directed by MDoA, virtually or in-person to MDoA stakeholders. d. Stakeholder Engagement 1. Identify at least 10 expert stakeholders for an advisory group with the expertise and capacity to assist in the program design and testing. 2. Design outreach materials and workgroup invitations. e. Work Plan & Implementation Framework 1. Create a comprehensive work plan for FY26, including timeline, responsibilities, and resource needs. 2. Develop program redesign templates, evaluation tools, sample messaging, requests for proposals, website content, and other recommended materials to facilitate the program design and launch.
