The City of San Buenaventura is seeking proposals/qualifications from qualified organizations to operate a Foul Weather Shelter to provide temporary, non-congregate, overnight accommodations with 40 rooms, for up to 40+ individuals experiencing homelessness during extreme cold and wet weather. The shelter should offer a safe, warm, and accessible environment while coordinating with local services for additional support. The priority population is people experiencing homelessness who are 62 and over or have a chronic health condition. The threshold for activating the shelter is an overnight forecast of half an inch of rain or more, or temperatures below 40 degrees. Notice of activation must be sent out 48 hours in advance of activation. The City utilizes Accuweather as a forecasting tool to ensure consistency across partnerships. All clients receiving services must be entered into the Ventura County HMIS system.
