Specifications include, but are not limited to: Contractor Responsibilities - The Contractor must: 1. Comply with the rules, regulations and policies as defined by the Department in IDAPA 16.07.37. https://adminrules.idaho.gov/rules/current/16/. 2. Be responsible for all costs incurred and record maintenance associated with background and criminal history checks. 3. Provide all necessary audio-visual equipment, meeting facilities, all other equipment/facility needs, transportation vehicles, etc. required for implementing the services in the contract. 4. Deliver services in adherence to the Youth Empowerment Services (YES) Principles of Care and the Practice Model: https://youthempowermentservices.idaho.gov/Portals/105/Documents/PrinciplesofCare_P racticeModel_inPractice.pdf. The Practice Model is included as information on which to educate families and youth; not for the Contractor to perform clinical activities. 5. Provide interpreter services for any other language spoken by the population served under the contract within the service area. 6. Ensure written and electronic materials are available in both English and Spanish. 7. To be a good steward of the public trust, the Contractor must have a conflict of interest policy to prevent situations in which the Contractor's staff members have competing interests or loyalties because of their duties to more than the Contractor's organization. 8. Participate in the Contract Kickoff and Quarterly Meetings. Meet with the Department within five (5) business days of the contract effective date, and quarterly thereafter, to review the contract, review the Work Plan with included timeline and establish priorities set in the Scope of Work. The Contractor is responsible for any costs they may incur for all meetings with the Department. 9. Maintain a business telephone number, voice mail, and email for services to be provided under the contract. Provide customer service that is performed according to best practices, which includes returning phone calls within twenty-four (24) hours, but not later than forty-eight (48) hours. 10. Maintain standard, posted office business hours, excluding state holidays. Idahoans are to have access to the Contractor or its business during these hours. A list of state holidays is located at https://www.idaho.gov/government/state-holidays/. 11. Avoid a duplication of services performed by other agencies. Instead, coordinate and collaborate with other agencies and institutions, such as schools, child protection, juvenile corrections, community agencies and the courts.
