As a minimum, the successful firm shall perform the services listed below. 1. Preparation of Cost Estimates. a. Verify the detailed cost estimate prepared by the design engineer for all construction items associated with the ID. b. Coordinate with ID team members to prepare an estimate of the incidental expenses associated with the ID to include, but not limited to, legal consultant costs, bond issuance costs, advertisement and posting, services during construction, capitalized bond interest and bond fund reserve. 2. Preliminary Assessments. a. Prepare a description of the proposed assessment methodology for all improvements based upon benefit received by each participating parcel of land and the requirement of the value-to-lien policy. b. Prepare preliminary parcel assessment based on the approved assessment methodology and cost estimates. 3. District Engineer Coordination. Coordinate with the ID engineer to obtain and prepare legal descriptions and exhibits for all parcels to be included in the ID. 4. Assistance with District Formation and Funding. a. Assist with posting the notice of ID formation. b. Attend Bullhead City Council meetings related to ID formation and implementation. c. Prepare preliminary assessment diagram. d. Attend all meetings of the ID team as needed. 5. Review of Final Construction Documents. a. Review technical specifications and special provisions as needed for compliance with ID statutes. b. Coordinate with ID team members to resolve all plan review comments and approve final construction plans and specifications. 6. Assist in Bidding, Financing and Construction. a. Provide assistance as needed to ID team members during the process of bidding and award of the construction contract, including presentations to the Bullhead City Council. b. Provide assistance as needed to ID team members, including legal and financial consultants, during the process of cash collection and bond sale. 7. Final Cost Reconciliation and Preparation of Final Assessments. a. Provide final verification of all eligible construction costs and incidental expenses, including ID expenses. b. Prepare the final assessment warrants. c. Prepare the final assessment diagram.
