a. Inspection, maintenance, and testing categories include the following: • Periodic inspection and maintenance shall be performed to verify proper system operation and general system upkeep. • Preventative maintenance (PM) and testing may require removing the equipment from service and performing test on the equipment or the materials to insure proper orientation. • Condition-based maintenance shall be performed following a fault condition, excessive number of operations of equipment or any abnormalities found. During an emergency situation, the contractor shall have a representative on call. b. Periodic inspection and maintenance: Every (6) months inspections and maintenance shall consist of the following: • Verify cleanliness of substation. Particular attention should be given to combustible rubbish material which is defined as material not related to substation operations and maintenance in the same room. • Check for the presence of oil and dust. • Inspect and replace air filters. • Transfer switches to be maintained and inspected • Check for the presence of water or other material leaking into the substation from elsewhere. • Check for the presence of any “burning” smell, fumes, scorch marks, or other material that could be signs of a future breakdown. • Test emergency exit lighting and doors to verify they meet all applicable codes. • Verify operation of all lamps. Replace as necessary. • Verify operations of all alarms. • Verify operation of heating and ventilation systems. • Verify that voltmeters/ammeters/wattmeters give expected readings, if inoperable meters should be replaced. Investigate any unexpected readings. c. Preventative maintenance and testing to be performed annually. • Include all items in sub-section (b) above. • Visual and mechanical inspection of breakers. • Thoroughly clean breaker units prior to testing. • Inspect physical and mechanical conditions. • Inspect anchorage, alignment and grounding. • Perform all mechanical operations test on both the circuit breaker and its operating mechanism. If circuit breakers are broken inform MPEA representative.
