1. Update Community Profile/Inventory of Current Conditions/Retail Market Analysis Strategy The consultant would update the Community Profile from NOERP1, including updated census and land use data analysis, an overview of economic development trends, an analysis of the current zoning and regulatory framework, an analysis of market conditions and opportunities, and a detailed survey of existing conditions. This effort would also require extensive community engagement, to identify stakeholders and assess the broad array of community perspectives. The Community Profile should include the following: a. Existing Conditions Assessment/land use inventory – conduct an initial assessment and inventory of the redevelopment potential of commercially zoned properties in New Orleans East including vacant properties and properties with vacant structures. The plan should also include a land use inventory including numbers and types of businesses identified by the U.S. Census Bureau’s North American Industry Classification System (NAICS). b. Costumer Profiles – Provide customer profile information to assist with better understanding of costumer behavior and how to market and serve them c. Needs assessment – determine the market demand and neighborhood desire for certain commercial uses and/or redevelopments, including scale, intensity and economic market for specific uses d. Market and Retail Gap Analysis – Complete a market study to understand supply and demand conditions for market capacity in New Orleans East. The analysis should include a study to determine what, if any, retail or other commercial demand is not being met locally. Provided analysis of spending potential in New Orleans East. Retail/commercial potential including residential build-out of the customer base and whether certain locations might have a specific market niche opportunity. e. Retail Market Strategy – prepare specific recommendations to address any needs/gaps identified and to promote New Orleans East for growth to better serve the New Orleans East residents. Identify how impending large developments such as the former Six-Flags/Jazz Land site, Lincoln Beach and Bayou Sauvage can catalyze future development. Identify strategies to complement these major developments. Identify how changes to sites’ future land use map (FLUM) designations under recent Master Plan Amendments can provide a pathway forward for zoning changes that support the types of development the plan has identified as viable in New Orleans East. 2. Community Vision The consultant will initiate a robust community engagement effort to develop a community vision for the future of New Orleans East. Using the information collected for the Community Profile and Existing Conditions Survey, the consultant will work with all stakeholders to identify general areas of agreement and develop consensus on a vision for the future development of New Orleans East. A preliminary list of stakeholders may include the following: a. Eastern New Orleans Advisory Commission (ENONAC) b. New Orleans East Matters c. Council Districts D and E d. New Orleans East Property Owners e. New Orleans East small business owners f. Big box retailers g. Grocery Stores
