Calvert County Government shall collect, haul, and deliver designated recyclables to the Contractor for the purpose of recycling materials. A. Contractor 1) Calvert County Government shall be responsible for collecting and delivering designated recyclables on an as needed basis to the Contractor facility(es). Calvert County Government reserves the right to hire a hauling Contractor to deliver designated recyclables on an as needed basis to the Contractor facility(es) if it is in the best interest of Calvert County Government. 2) Calvert County Government shall haul materials directly to the Recycling Facility via tractor trailer and/or roll-off. Care and custody of the materials hauled shall transfer to the Contractor upon roll-off/unloading of the materials. The Recycling Facility shall provide a certified scale to weigh all incoming and outgoing vehicles, containers, and materials. If the Recycling Facility does not have a scale, Calvert County Government shall use Calvert County Government’s Appeal Landfill scale to weigh the vehicles and materials and generate a scale ticket. 3) The Contractor shall accept all designated recyclable materials. The Contractor shall notify the Project Manager in the event the approved Recycling Facility is closed. The Contractor shall have an alternate market for handling materials. If an alternate Recycling Facility is required, the Contractor may be required to reimburse Calvert County Government any additional cost of transportation. 4) The Contractor shall submit copies of scale and origination and destination (O&D) tickets and report the markets and weights of the recyclable materials to the Project Manager. 5) The Contractor shall carefully screen, train, and supervise all employees to provide services under this Contract. 6) The Contractor shall report any conditions or situations which may affect the performance of work to the Project Manager. 7) The following provisions shall apply: a. All material may contain a minimal amount of out throws. No recyclable materials shall contain known hazardous materials. b. The Contractor’s proposed acceptable materials may expand beyond items listed in this ITB. c. The Contractor shall: (1) demonstrate prior satisfactory experience in recycling and marketing of the designated recyclables; (2) obtain all necessary licenses and permits; and (3) provide competent superintendence.
