Security guards assigned to the DHHL Kapolei Office Facility shall be directly supervised and properly trained by the Contractor. On-site supervision of the duties and responsibilities shall include but are not limited to the following: • Arrive at assigned shift location on time as scheduled, provide next shift with briefings, and remain at assigned areas at all times until relieved. The guard is to remain on the property at all times. • Maintain a neat, well-groomed, professional appearance in a clean uniform, covered shoes, and prominently displaying a name badge. • Communicate effectively and provide clear information and directions to DHHL staff and guests. Respond promptly and efficiently to requests for assistance from DHHL staff and guests, with priority for situations involving life, safety, and preservation of property. • Protect DHHL staff, visitors, and DHHL property by conducting vigilant patrols and preventing unauthorized persons and vehicles from entering the property. Escort all unauthorized persons and vehicles off the property when required. • Guards are to patrol 1) the buildings 2) the parking lot and 3) the property's perimeter. Inspections shall include buildings, parking areas, courtyards, trash bins and enclosures, doors, gates, windows, locks, and other means of entry for unsafe and insecure conditions. Patrols should be performed at the beginning of each shift and every 60 minutes thereafter. • Assist employees when visitors are observed or reported as being hostile, abusive, or disorderly, or if they appear to be under the influence of drugs or alcohol, mentally or emotionally unstable, in the process of an unlawful or criminal act, and/or armed. • Immediately report potentially unsafe conditions, inadequate building and property lighting, potential security concerns, graffiti, and vandalism to the DHHL Administrative Services Officer or designated representative. • Promptly report to and notify the DHHL Administrative Services Officer or designated representative, police, fire, or emergency medical personnel by calling 911 of any acts, emergencies, incidents, or conditions that require immediate attention. Security guards shall cooperate with and assist police, fire, and emergency medical personnel when needed. • Open the parking entrance gate daily at 5:00 a.m. Close the parking entrance gate halfway daily at 5:00 p.m. During weekends and State holidays, the parking entrance gate opens only halfway at 5:00 a.m. Every day completely close the gate after all cars leave the property in the evening. Instructions will be provided to security guards by the Administrative Services Officer or designated representative when special events are scheduled at the Kapolei Office Facility during non-business hours. Opening and closing of the parking entrance gate may change throughout the year. • Raise the U.S. and Hawaii flags at 7:45 a.m. and lower flags at 4:30 p.m. Flags shall not be taken down without Hawaiian Home Lands approval. The contractor shall follow all federal and state orders for the half-staff flag for all State buildings. The U.S. flag shall always be the highest.
