There are four Appeals Organizations that are A&F agencies, or divisions thereof, supported by A&F IT: Appellate Tax Board (ATB), Civil Service Commission (CSC), Division of Administrative Law Appeals (DALA), and the Bureau of Special Education Appeals (BSEA, a division of DALA).These Appeals organizations currently use a client-server-based system, Time Matters owned by LexisNexis, and custom-developed application “Appeals Request Application (ARA)”. The ARA is a basic facility for online case filing, taking data from forms on the mass.gov website and creating cases in Time Matters. The critical requirement for the new cloud-based Legal Case Management system “new system” is to support the current functionality of TimeMatters and ARA, any new business requirements as currently known and may be discovered during the discovery phase. The new system must be accessible anytime anywhere, and integrate with Microsoft O365 suite especially SharePoint, OneDrive and Outlook, including synching the Outlook and new system calendars, as well as storing emails related to cases.
