The successful respondent must implement their software using a phased approach and providing flexibility for the inclusion of other County Departments. The software must automate the permitting process and be integrated with minor disruption of the county's current workflow to ensure the continuity of business processes. The following software specifications/requirements provide an overview of the basic requirements of the system. The proposed software solution must include the following functionalities: • GIS Integration/Mapping • Permitting Functions (approve, disapprove, reviews, etc.) • Property Information/Attributes • Code Enforcement • Inspections (Building, Codes, Planning, etc.) • Planning Applications • Project Tracking • Cash Receipting • Electronic Workflow (e.g., applications, plan review, documentation, approvals, disapprovals, assigning personnel, alerts, and triggers) • Reporting, Query Tools, and Customized Forms • Document/Image Management (e.g. integration with Blue Beam) • Mobility (integration with mobile devices, iPads) • Citizens Access (e.g. web portal) • Inspection capping and sequencing • Bluebeam The successful respondent must provide the software services listed below but not limited to: • Migration of data from current software program • Document management (Blue Beam integration compatibility and records retention) • ESRI ArcGIS integration for desktop and mobile applications Provide real-time, point-of-entry information to internal, authorized, and external users.
