1. Policy, Regulation, and Legislative Tracking Monitor and analyze relevant policies, regulations, and legislative developments that may impact the District’s objectives. Provide virtual bi‐weekly updates and strategic insights on potential opportunities or challenges using virtual meeting platform (Zoom or Teams). 2. Grant Research, Solicitation Review, and Funding Opportunity Evaluation Conduct research on grant opportunities from federal, state, and local agencies, including but not limited to: o California Energy Commission (CEC) o California Department of Transportation (Caltrans) o California State Transportation Agency (CalSTA) o United States Department of Transportation (USDOT) o United States Department of Homeland Security (DHS) o Federal Emergency Management Agency (FEMA) o Federal Railroad Administration (FRA) o Environmental Protection Agency (EPA) Vet and evaluate funding opportunities aligned with the District’s strategic initiatives. Assess eligibility criteria, funding requirements, and potential return on investment. Attend relevant pre‐solicitation meetings, workshops, and announcement sessions to gather critical information. Review solicitation documents to assess compliance requirements and feasibility. 3. Grant Application Support and Proposal Development Assist District staff with preparing and submitting grant applications for various funding programs. Provide guidance on grant application best practices to enhance competitiveness. Develop required proposal materials as specified per solicitation guidelines, ensuring completeness and compliance. Develop tailored proposal strategies to enhance competitiveness. 4. Data Repository Development for Grant Applications Assist the District in creating a centralized data repository to store key information, documents, and metrics needed for grant applications. Develop standardized templates and data tracking methods to streamline the grant application process. Ensure the repository is regularly updated to maintain compliance with evolving grant requirements. 5. Vendor Engagement, Compliance, and Contract Support Facilitate introductions to qualified equipment vendors as necessary. Ensure vendors understand and comply with state and federal requirements, including regulatory and funding compliance standards. Provide guidance on vendor capabilities and alignment with project requirements. Provide assistance as needed on sub‐recipient and sub‐contractor agreements at the state and federal levels to ensure compliance and proper execution. 6. Agency and Program Monitoring Continuously track updates from relevant agencies and funding programs. Provide weekly reports on changes that may impact released funding opportunities that the port is pursuing. 7. Industry Relationships and Networking Maintain relationships with ports across California and nationwide to facilitate knowledge sharing and collaboration. Leverage industry connections to identify emerging trends, funding opportunities, and best practices.
