The Department is seeking information from qualified vendors regarding the provision of general and special education services to students eligible for special education services housed in the 14 CHCs. A student eligible for special education services for the purpose of this document is defined as a student under the age of 22 housed in a County House of Correction who has been found eligible for special education services but not obtained a regular high school diploma or its equivalent. The population of students in CHCs is fluid and the number of students eligible for special education services served in each CHC and the number of services they require varies throughout the year. This RFI is issued to gather input from service providers on effective models, cost structures, staffing needs, and potential challenges in delivering high-quality education services in this setting.
