Through this RFP, the City of Champaign is seeking proposals from qualified consultants to conduct a comprehensive resource allocation study for the Champaign Police Department. The primary objective of this study is to evaluate current staffing levels, organizational structure, and work schedules across all divisions, and to provide strategic recommendations for optimizing personnel deployment. The focus of the study will be on the Uniformed Operations Division and the Operational Support Division. Key areas of analysis will include staffing requirements, policing district configurations, schedule efficiency, and the anticipated impact of projected city growth over the next 10 years. The selected consultant will collaborate closely with City staff to collect and analyze data, which may include Computer-Aided Dispatch (CAD) records, staff interviews, surveys, and relevant professional standards such as the ILEAP Tier II Accreditation. Based on this comprehensive analysis, the consultant will develop detailed, data-driven recommendations aimed at improving operational efficiency, enhancing service delivery, and preparing the department for future demands. The final deliverable will be a formal report presented to the City Council. This report will include actionable insights and a strategic roadmap addressing staffing, resource allocation, and scheduling needs. The consultant may also be required to present their findings to an additional audience as designated by the City.
