The New Jersey Department of Corrections (NJDOC) is requesting proposals from qualified Bidders to provide and operate performance-based Residential Community Reintegration Programs (RCRP) for Incarcerated Persons (IPs) under the terms and conditions outlined in this RFP. Proposals are sought for various types of RCRPs as outlined in Section I, 4.0 Program Description, which include: Level 1 Facilities – RCRPs which operate as Assessment and Treatment Center(s) and are utilized as the first Facility placement in the continuum of care for male IPs. Level 2 Facilities – RCRPs which operate as Correctional Treatment Programs for male IPs who have been assessed as medium to high risk for recidivism. Level 3A Facilities – RCRPs which operate as Educational, Vocational Training and Work Release Programs for male IPs who have been assessed as a low risk for recidivism.
