1. Background Chatham Area Transit Authority ("CAT" or "Authority") provides public transportation services in the Greater Savannah and Chatham County area of Georgia, including fixed-route bus services, paratransit, and ferry operations. CAT operates from its central garage at 900 E Gwinnett Street, Savannah, Georgia, with active plans to construct a new facility for paratransit and micro transit maintenance and operations. CAT Mobility is the Authority's paratransit service designed for individuals with disabilities, compliant with the Americans with Disabilities Act (ADA) of 1990. The service is intended for those who cannot use the fixed-route system due to permanent or temporary physical or mental disabilities. The fleet is equipped with state-of-the-art wheelchair lifts, security systems, and doorto-door service by trained operators. CAT currently utilizes Route Match software for scheduling, routing, and dispatching CAT Mobility services. CAT seeks to replace this software with a more efficient, integrated, and userfriendly solution that supports modern paratransit operations, integrates with existing hardware, and enhances the passenger experience. Our current service averages 350-400 trips per day with historic numbers up to 500 per day. These trips are currently scheduled between 4:30am and 10:30pm. 2. Existing Fleet Overview CAT Mobility operates a fleet of 43 paratransit vans with the following makes and models: 11 - 2023 Ford E Transit (electric) 15 - 2023 Ford Transit 350 17 - 2018 Glaval Titan II 3. Goals and Objectives CAT seeks to procure new software that will: • Improve operational efficiency for scheduling, routing, and dispatching services. • Enhance the passenger experience with real-time communication and ride request options. • Provide robust reporting and analytics for performance metrics, including on-time performance and ridership as well as all required NTD stats.
